      Position Overview

      The Division of Family & Community Services is seeking to hire a dynamic Domestic Violence & Sexual Assault and Human Trafficking Administrator who is organized, detail-oriented, and a conscientious learner with the ability to communicate vertically and horizontally. The Domestic Violence & Sexual Assault and Human Trafficking Administrator develops, recommends, and implements policies and procedures pertaining to Domestic Violence & Sexual Assault and Human Trafficking programming and supports bureau goals collaborating with service providers to increase victim safety, reduce violence against women and hold abusers accountable through coordinated efforts with bureau/unit staff. The position oversees the statewide network of victim and abuser services including both programmatic and fiscal operations through Bureau Units. The Administrator acts as the IDHS (Illinois Department of Human Services) contact person on state level committees, initiatives and task forces on domestic violence, sexual assault and human trafficking. The Administrator provides leadership to staff engaged in Bureau activities. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

      Job Responsibilities

      1. Serves as the Domestic Violence & Sexual Assault and Human Trafficking Administrator.

      2. Work with staff across unit programs to develop and implement strategies for allocation of federal/state funding.

      3. Serves as full-line supervisor.

      4. Oversees the Bureau’s Statewide grants.

      5. Provides a facilitative role in the development of procedural guidelines for the total management process of the Notice of Funding Opportunities relevant to the Domestic Violence & Sexual Assault Program.

      6. Designs, plans, organizes, and executes statewide domestic violence training, workshops, and other public health community events.

      7. Develops, plans, and implements strategies for victims of Human Trafficking for DHS.

      8. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.

      2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a health or human services organization.

      Preferred Qualifications (in priority order)

      1. Three (3) years of professional experience developing, planning, and implementing strategies on how to provide domestic violence & sexual assault and/or human trafficking services.

      2. Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.

      3. Two (2) years of professional experience developing, interpreting, and ensuring implementation of state and/or federal statutes, policies, and procedures for a public or private organization.

      4. Three (3) years of professional experience developing and implementing strategies for allocation of federal/state funding for a public or private organization and managing grantmaking process.

      5. Three (3) years of professional experience providing a facilitative role in the development of procedural guidelines for the total management process of proposal requests relevant to a domestic violence & sexual assault program for a public or private organization.

      6. Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.

      7. Two (2) years of professional experience communicating in oral and written form with internal and external stakeholders daily ensuring detailed and critical analysis of work performed.

      Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.

      Term Appointment:
      Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’ discretion.
