      Position Overview

      The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Assistant Deputy Director of the Office. Performs a full range of highly responsible administrative functions as the Assistant Deputy Director which encompasses planning, organizing, executing and monitoring the ongoing operations of the Office, including budget and fiscal activities, personnel management, audit functions, freedom of information requests, promulgation of rules, legislative activities and special studies. Directs, coordinates and reviews the activities of the State Health Improvement Plan (SHIP), State Assessment Plan (SHA), and Illinois Project for Local Assessment of Needs (IPLAN). Develops, recommends and implements planning, policy development, audit and legislative functions for the Office of Policy, Planning and Statistics. Assists the Deputy Director in preparation of special studies and reports. Serves as full line supervisor.

      Job Responsibilities

      1. Directs, coordinates and reviews the activities of the Deputy Director’s Office, the Health Systems Development Review Section which administers the certificate of need program and the Health Systems Evaluation Section which administers the Life Care Facilities Act and various mandates of the Alternative Health Care Delivery Act.
      • Provides administrative direction and coordination for personnel management, budget and fiscal operations, contracts and grants management activities, procurement, rules development and audit functions.

      2. Directs, coordinates and reviews the activities of the State Health Improvement Plan (SHIP). State Assessment Plan (SHA), and Illinois Project for Local Assessment of Needs (IPLAN).
      • Provides general direction to staff involved in data analysis and formation of community health plans to improve disease and injury prevention, detection and treatment programs.
      • Provides general direction in formation of state health plans including but not limited to statewide disease and injury prevention and detection and treatment priority programs.
      • Plans and executes the development of major department reports for SHIP, SHA and IPLAN related but not limited to surveillance, planning, policy vital statistics and population projections for health care and other services.

      3. Serves as full-line supervisor:

      • Assigns and reviews work
      • Provides guidance and training to assigned staff
      • Counsels staff regarding work performance
      • Reassigns staff to meet day-to-day operating needs
      • Establishes annual goals and objectives
      • Approves time off
      • Adjusts first level grievances
      • Effectively recommends and imposes discipline up to and including discharge
      • Prepares and signs performance evaluations
      • Determines and recommends staffing needs

      4. Interprets, reviews, organizes and directs the formulation and implementation of department policy, rules and regulations for the Office of Policy, Planning and Statistics.
      • Consults with the Deputy Director and provides comprehensive integration and coordination of program activities and functions within the Department and with other agencies and organizations.
      • Resolves administrative problems.
      • Evaluates ongoing program operations providing necessary modifications as warranted in connection with State and Federal legislative mandates and guidelines.
      • Notifies the agency’s Chief Fiscal Officer of all fiscal and programmatic issues.

      5. Directs and oversees the overall strategic planning functions and activities for the Office of Policy, Planning and Statistics.
      • Develops long range plans for the Office and monitors progress toward accomplishment of the goals and objectives.
      • Oversees, coordinates and directs the performance review efforts of the Office.
      • Serves as liaison to the Governor’s Office for performance review and strategic planning.
      • Confers with Deputy Director, Director and administrative staff on recommended goals and objectives for the Office.
      • Directs and oversees the administrative activities and functions of special projects for the Office of Policy, Planning and Statistics.
      • Assists the Deputy Director in the preparation of highly complex and specialized studies and reports.
      • Prepares interpretations of findings, translates findings into proper form usable by other professional staff in the agency.

      6. Coordinates the planning and development of inquiries and legislative initiatives for the Office of Policy, Planning and Statistics, including the development of legislative proposals.
      • Commentary and review of legislation.
      • Preparation of Department position papers and testimony on legislative proposals.
      • Coordinates freedom of information requests for the Office.
      • Consults with Department legal staff on legal, medical, and technical ramifications.

      7. Represents the Deputy Director at Department functions and external agency activities.
      • Keeps him/her informed as to the problem areas and program progress.
      • Makes recommendations relative to resolving problems and to increasing program efficiency, effectiveness and services.• Develops and maintains relationships with officials in other departments, agencies and organizations.

      8. Represents the Office of Policy, Planning and Statistics on interagency task force assignments to ensure an effective and comprehensive statewide health service delivery system.
      • Represents the Department on committees, by participating in conferences and in local, state national organizations.

      9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill and mental development equivalent to completion of four years of college with course work in planning, statistics, epidemiology and research methods.
      2. Requires prior experience equivalent to four years of progressively responsible administrative experience in statewide public health programs or health planning.

      Preferred Qualifications

      1. Thorough knowledge of public and business administration, principles and practices.

      2. Through knowledge of agency programs and service objectives, activities and operational systems.

      3. Thorough knowledge of staff utilization and employee motivation.

      4. Extensive knowledge of agency policies and procedures.

      5. Four years experience developing and managing a major program.

      6. Four years experience analyzing administrative programs and adopting an effective course of action.

      7. Four years experience developing, installing, and evaluating new and revised methods, procedures and performance standards.

      8. Four years experience developing, implementing and interpreting departmental policies and procedures.

      9. Four years experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.

      Term Appointment:
      Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Public Health’s discretion.
