      About the Agency

      The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions, and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

      Position Overview

      The Capital Development Board is looking to hire a Senior Public Service Administrator (SPSA) Option 8L to serve as a staff attorney for the Legal Division. The successful candidate in this position will provide legal advice to CDB as a whole, work on a variety of policy initiatives, respond to and coordinate high-dollar litigation with the Office of the Attorney General, among other duties. This position requires a licensed attorney admitted to the Illinois Bar. The ideal candidate has experience in litigation, construction law and contract law, as well as experience in negotiating settlement agreements.

      Job Responsibilities

      1. Under the Direction of the Chief Legal Counsel, plans, organizes and delivers professional legal services to all components of Capital Development Board (CDB).

      • Provides legal advice on the resolution of claims and disputes, including alternative dispute resolution processes.
      • Provides legal advice and prepares legal memoranda on matters of law including the interpretation of statutes, rules, regulations and contracts affecting CDB.
      • Assists the Chief Legal Counsel in formulating and implementing effective policies for the administration of the Agency's legal resources and staff.
      • Represents CDB in mediations and settlement discussions; negotiates settlement of cases where appropriate.

      2. Provides information to bring about the effective resolution of litigation handled by the Office of the Attorney General. Attends depositions, hearings and trials on CDB matters. May be required to travel.

      3. Coordinates and drafts contract documents, policy manuals, rules and regulations for the development of sound policies and procedures to ensure CDB compliance with federal, state, local and administrative law.

      • Assists in drafting and reviewing legislation which affects CDB policies.
      • Reviews all administrative rules and related laws impacting CDB; researches, develops and writes proposals affecting changes in statutes and administrative rules.
      • Reviews contract documents to ensure compliance with all relevant laws and regulations.

      4. Monitors and coordinates activities of outside professional consultants to assure accountability of the services provided.

      • Responsible for drafting and amending contracts for outside professional consultants and ensuring timely payment.

      5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires a law degree from an accredited law school.

      2. Requires licensure by the State of Illinois to practice law.

      3. Requires experience equivalent to four (4) years of progressively responsible professional experience in the practice of law.

      Preferred Qualifications

      1. Prefers two (2) years' experience in contract law.

      2. Prefers two (2) years' experience in construction law.

      3. Prefers five (5) years' experience in litigation.

      4. Prefers five (5) years' experience analyzing, appraising and organizing facts, evidence and precedents and presentation of such material, involving moderately complex problems in clear and logical form to supervisors, clients, disputants, courts or dispute resolution bodies.

      5. Prefers three (3) years' experience utilizing Microsoft Office Suite, specifically Word, Outlook and Excel.

      6. Prefers extensive knowledge of state legal systems.

      7. Prefers extensive knowledge of administrative practices and procedures.

      8. Prefers working knowledge of alternative dispute resolution processes.

      9. Prefers extensive knowledge of legal research tools.

      Conditions of Employment

      1. Pass background check.

      2. Requires a valid Illinois Driver's License and proper vehicle insurance.

      3. Ability to travel statewide with the possibility of overnight stays.

      4. Ability to work outside of normal business hours.

      5. Requires the use of an agency supplied cell phone and laptop.

      Work Hours: 8:30am to 5:00pm; Monday through Friday (Schedule may vary)

      Term Appointment:
      Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Capital Development Board’s discretion.
